FC Primal is about growing a new community of Wenja, and while killing the leaders of 2 rival tribes is certainly part of it, I believe the story is nowhere complete after that. It takes about 15 missions to achieve that, so yes, seems very short. Many people seem to think that the main story is to kill Ull and Batari, and that's it.
